In a commentary of a study published in HazMat Responder World, the report's author believes that by giving each volunteer a washcloth when they enter a decontamination shower, that they are giving them something familiar to do. Otherwise, without a washcloth, volunteers tend to simply stand in the shower and not actively cleanse themselves.
